Marine navigation services fees

Marine navigation services fees allow the Canadian Coast Guard to recover some of the costs of providing aids to navigation and marine communications and traffic services to commercial ships.

Fee criteria

These fees apply to commercial vessels operating in Canadian waters where the Canadian Coast Guard provides aids to navigation and marine communications and traffic services.

The fee does not apply to:

Notice: New rates for 2024 are in effect as of January 1st 2024, adjusted for inflation based on the consumer price index.

Rates (January 1, 2024 to December 31, 2024)

Eastern and western regions of Canada have different service rates. CCG adjusts these rates annually for inflation on the first day of January, based on the consumer price index.

Canadian flag vessels

CCG charges Canadian flag vessels per trip, adding up the fees and billing quarterly. The table below lists the fees by vessel type.

Bulk carriers and container ships

Vessel operators can choose to pay either:

  • $0.0080 x cargo in tonnes x distance in km / 100 (calculated up to 50,000 tonnes)
  • a ceiling rate of (calculated up to 50,000 tonnes)
    • $0.171 per tonne of gypsum
    • $0.056 per tonne of aggregates
    • $0.183 per tonne of all other commodities
Ferries $1.89 x vessel’s gross tonnage (to a maximum gross tonnage of 50,000)
All other vessels $1.30 x vessel’s gross tonnage (to a maximum gross tonnage of 50,000)

Foreign flag vessels

Vessel type Fee
Cargo

CCG invoices foreign flag cargo vessels per tonne of cargo (to a maximum of 50,000 tonnes) that they load or unload. Vessel operators can choose to pay either the posted rate or the ceiling rate.

Posted rates:

  • Bay of Fundy ports: $0.102
  • Northumberland Strait and PEI ports: $0.248
  • All other Nova Scotia ports: $0.122
  • Chaleur Bay ports: $0.183
  • Miramichi River ports: $0.248
  • All other ports: $0.174
  • Wheat - Per tonne loaded (to a maximum of 50,000 tonnes)
    • Quebec City: $0.0768
    • Trois-Rivières: $0.0140
    • Montreal: $0.0342

Ceiling rate of (calculated up to 50,000 tonnes)

  • $0.171 per tonne of gypsum
  • $0.056 per tonne of aggregates

Vessel operators can choose to pay either the posted rate or the ceiling rate:

Posted rate (calculated up to 50,000 tonnes):

  • $0.0080 x cargo in tonnes x distance in km / 100

Ceiling rate of (calculated up to 50,000 tonnes):

  • $0.171 per tonne of gypsum
  • $0.056 per tonne of aggregates
  • $0.183 per tonne of all other commodities
Cruise ships Per arrival fee (to a maximum of 3 arrivals per 30-day period) of:
  • $344.66 for vessels with gross tonnage of 150 or fewer
  • $574.43 for vessels with gross tonnage greater than 150 and less than or equal to 22,500
  • $1,723.31 for vessels with gross tonnage greater than 22,500
Coasting trade Monthly fee of $0.43 x vessel’s gross tonnage (to a maximum gross tonnage of 50,000)
All other vessels Monthly fee of $0.43 x vessel’s gross tonnage(to a maximum gross tonnage of 50,000)
